Advice RE: Electric Meter Install + Property w/o crawl space in SoCal

I am in contract on a 4 unit complex which I like, but my dilemmas are as follows:

1. The property has a laundry area with hookups, but the only problem is it does not have a separate electric meter for it. The story is, the property owner pulled electricity from the unit they were occupying, as they really had no intentions of ever moving out. I was wondering if anybody had any idea as to what it would roughly cost to install a meter, and run wires for the washer and dryer in Los Angeles County?

I know the city has to get involved as they own the meters, but some ball park figures would be nice.

2. The property was built on a slab, and obviously, all the plumbing was run through the walls, as it has no crawl space. I have heard horror stories regarding properties built on slab. Can somebody share some pros/cons in regards to properties on slab.
