This place is disgusting, but the Landlord is 99% at fault. 18 years and he didn't inspect it once. Even after the tenant moved out, it was over a month before he got the keys back from her, so he waited over a month to inspect! What if she had left the water running, all the lights on, or the heat was off in the middle of winter? When a tenant vacates, I recommend you inspect within 24 hours to ensure the property is safe and secure, then you can do the more detailed move-out inspection later.

Inspect every rental, every year. Even if you have a perfect tenant for ten years, something can change in their life and things can fall apart. I had a husband/wife renting for four years and they were perfect until they got divorced and the husband moved out. It turns out the husband had left her because she had started using drugs again. Rent payments came in late and I had to evict. Their home was immaculate in a February inspection but I kicked her out in August and the place was a disaster.

Sure, he'll win a $20K judgment against her and since she is dirt poor, he'll collect $6.66 a month for the rest of her life. 

If he is lucky, he can also go after her partner and son as they contributed to the damage. Maybe he can get $6.66 x all 3 per month for the rest of their lives.
