Rental property deal from Tiktok

Hi everyone! I was looking through TikTok and this guy posted a rental property purchase that gave $400 cash flow but lost $8000 dollars after he did his cash out refi. He also doesn’t have a PM. He’s holding it I presume so I would think that it’s a good deal. What do you guys think?
