Combining utilities. PLEASE HELP !!!

I recently bought a 2 flat and i decided to take the 2nd floor, I’ve noticed that the basement and 1st floor share utilities, is there any way I can have the basement utilities be connected with mines (2nd floor) instead of sharing with 1st floor????
