What a dump, what would you do?

According to the article new management took over and really improved the property and the tenants seem appreciative however illegal dumping is causing huge problems.  The video shows piles of trash people are dumping from bags of trash to couches and beds.  Have any of you ever ran into this problem and what did you do.  It is frequent and in large amounts which makes me wonder if this is the same people doing it frequently.  There was even a toilet which makes me think it may be a renovation company or flipper with frequent large amounts of trash.  I only deal with single family so this isn't much of a concern to me but I am curious.
