Tenet moved out but won’t come for stuff left beind

I have had a problems with this tenet since day one. I live in the building. The tenet lives in the basement unit. Fist of all he stoled some of my tools. After that I caught him wearing some of my cloths that went missing. I’m guessing he took them from the dryer. I give him plenty of chances. But I had to tell him to leave. He took about a month and half to leave. He left but he left a lot of his stuff back. He use to answer my text and tell me he was going to come grab his stuff. Now he doesn’t answer my text or calls anymore. It’s been about a week that he left. And three days he hasn’t answered me. Not sure if I’m able to just throw his stuff out because I want to start remodeling the unit. He always left his scooter in the front sidewalk. Please help not sure how to go about all this.
