Who is responsible if a rental property floods in MA?

I have the opportunity to purchase a commercial property with a beautiful residential house next to it in Massachusetts as part of a single deal. The commercial property would be for me relocating an office, and it would be like a house hack, where the income from the rented house would pay for most of the mortgage on both properties. 

It's a great and unique deal but it's in a regulatory floodway. 

If the house was to flood due to a natural disaster, I want to make sure I'm not legally responsible for relocating the tenants. 

Any clarification on this would be so greatly appreciated!

@Colleen F. yup you can do that in MA. Act of god/involuntary unhabitability/ hold harmless clauses.
