What’s the smartest way to use this money?

Hello all, my name is Christopher and I’m new to this site! Can help me with this dilemma…. I have about $19,000 in stock and I’m wondering what would be the best way to use it wisely.

-Me and my wife are planning to get a duplex  so I could put it toward that 

- I could not touch it 

- I could pay off my car note for $15,000 @17 % apr ( I was young and didnt know that was a terrible deal) 

What do you guys think I should do? I’m open to all of your opinions or suggestions. Thanks!
