Best interest rates now?

I am looking into refinancing to save monthly money and to be able to pay off our investment houses earlier. Currently our rate is 4.875 and we have about 20 years remaining ($130k balance). If we refi the rate i have been quoted is 3.625% but total fees are around 6k (new balance of 136k). My monthly payment reduction would be around 225 or so.

Would you do this refinance OR just keep what you have? Also has anyone seen investment rates lower than 3.625? If so please advise👍
