Is this finders fee legit?

Hi all.

I was just contacted through BP by a "consultant" who ways he can get me access to financing which will allow high (50%) DTI.

Great news for me if its legit!

Concern: he's asking me to sign a contract committing to a 1% finders fee at closing.
