In the Navy stationed oversea's. I currently have limited capital. What is the best tool to passively invest and build up the nest egg while I am out of the country?

finding a turn key company where you are getting a good return is a pretty good route. 

If you know where your next duty station is at, then you can start getting in touch with local investors and get a headstart on farming the area.
