Credit Counciling Progams

Is anyone familiar with Credit Counciling Progams? I've never used one before b/c i've had good credit for many years and have kept my CC balances at a minimal. I've now bought my third property (Cash). Lines of credit and SOME of the cash has come from credit cards. I'm now receiving offers in the mail to reduce my CC debt. However, I don't want to get involved with any Programs that will have a negative impact on my credit. This particular company says it's a "Government Program " that was inacted during the recession to help consumers with debt. They say they are not counselors and no negative affects to your credit. However, they do contact your creditors to get balances/ interest cut in half. Would this be good or bad for my credit profile ?
