Wholesaling land for rezoning

hello BP. I have a question. I spoke to someone about their house today the house itself needs a lot of work and was hoping to get a pretty good discount on it but come to find out the house was free and clear and the owner just wanted to sell the land for rezoning for 100,000. I wanted to  Wholesale the property. So what should I do on this? Is this possible or will I be able to do something with this?
