How does your approach achieve coverage of Canada?   Selling of lists based upon personal information such as mortgage arrears/defaults, tax arrears, etc. are in violation of privacy laws in Canada.   

Unsolicited telephone calls / voice mail are also suppose to honour the national "do not call" registry, though by originating your calls from the U.S.A. you can side-step this requirement.
