Refinance for a Recent Rehab in Bartlesville OK

G'day Everyone

I'm looking for finance - to pull cash out of a property.

I have a colleague who has recently purchased and rehabbed a house in Bartlesvillle, Oklahoma. It is a 3 bed 2 bath SFR with an ARV of $85-90k

He is looking for finance with no pre-payment penalties, minimal points and low interest.
