Novel Ways to Encourage a Tenant to Pay Water Bill before being evicted

I am purcasing a house via foreclosure and would like for the existing resident to pay off their water bill prior to being evicted by the Marshall. Otherwise, I will get stuck paying for it at closing. 

Looking for novel techniques to encourage this individual to pay the bill without having me pay lawyers.
