203k contractors in Queens, NY

Hi

I am looking for a contractor that is familiar with the 203k process. I have the scope of work. I have only found two referrals. The first one had no portfolio and seemed shady the second one I am awaiting a bid.  If anyone knows of one please forward info to me. How do you know the reliability of a contractor without seeing work done? Do you take their word is there a website that verifies them. Is there any legal actions that can be done if contractor is not who they say they are? What steps should be taken before hiring a contractor. Thanking you in advance.
