Contractor for property rehab estimate for a fee in Phoenix

Hello everyone,

Is there any contractor/service in the Phoenix area that can do a house walk through for rehab and provide estimate for a fee?

I would need a contractor to perform the walk through with me and quote me the total repair costs. I just talked a friend in Washington saying that he has general contractor company that charge a flat fee for a walk though estimate if the property does not belong to me at this point. And they refund the fee if I ended up buying the property and use them to fix it up. Any similar service in Arizona?
