Seeking a loan against a Federal USDA grant tied to a property

My target property for an Agritourism project has a ~$1.3M forestry grant for understory maintenance, ecosystem enhancement, and wildfire mitigation. I'm seeking a loan of 54%-65% LTV ($700k-$845k). Half the funds will be earmarked for a downpayment on the property, and half will be used for startup infrastructure to accelerate revenue generation. Annual proceeds from the grant will be used to repay the principal over 5-7 years.
