Is there any Foreign Rates in US?

I am looking to buy my first investment property in US but the problem is that I am currently living in British Columbia, and I am only an immigrant here. The reason why I am not buying any property here is because the Foreign Tax rates is 15%, in addition to the already high priced houses. The question is will there be foreign tax in the US?
