Where to file my LLC

If I live in a Colorado but plan on moving to the SE in the next few years (and plan to flip in multiple states), does it make more sense to file an LLC in Tennessee where they just signed a law to exempt income taxes on investments or here in Colorado where I currently live?

I believe, with an LLC, all taxes pass through to personal federal taxes, but that's just from 10 minutes of googling so I'm not sure.
