Tax abatement approved but never applied

Hello everyone, I am buying a condo for the first time which according to its documentation it has been approved for 10 year tax abatement in 2017. However, this was never applied by the city of Philadelphia and I am wondering what should be the steps to take to get this fix (hopefully before closing)
