TIC vs. JTWROS in WA, primary residence, property tax deductions

Hi,

Wondering what the difference is - if any - between the two in regards to deducting property taxes.
Acquiring property with my SO and we're not married - would like my SO to be able to deduct 100% of property taxes on their taxes.

Since there is no income tax in WA, I'm unclear whether state or federal legislation applies and couldn't find a solid answer.
