Can I purchase a property bought using an installment contract

I am trying to purchase a property and found out the owner does own the property but does not have the title. Due to the fact the property was purchased with an installment contract meaning he receives the title after the loan is paid in full. Can I purchase the title from the seller or does it have to be purchased through the trust who has the title?
