Looking to buy a duplex current tenant has no lease

If tenant has no lease when you buy a property can you give them a 30 day notice to vacant or pay the new rental rate . The tenant is paying 350 with utilities including, I believe that the current market would be about 650 for that area . Any thoughts, sure there will be tons of them ! Oh yes property is in Pennsylvania
