In Tacoma WA is it Legal to Rent ADU w/o owner occupy?

Is it legal to buy a single-family house, rent out the house, rent out the basement, and rent out a detached ADU without being owner occupied?

Specifically interested about the laws in Pierce County: Tacoma/Puyallup Washington.

Tacoma, Seattle, and I believe Bellingham are the only cities that I know of in Washington that allow this. Most of the applicable regs are at the city level, not the county level.

Side note: its only legal if the units are permitted, and 90% of them in Seattle and Tacoma are not! Make sure to look up public record for permits on the applicable city website. For Seattle, this is:
