First Pre-auction Tax deal, how to execute?

I am about to do my first "pre-action tax deal" and I have some questions.

 After meeting the the owner Do I take them to a title company or Courthouse? 

Do I need to make a contract with them so they give me there deed in return for paying their taxes?
