What are the tax reporting for a foreign lender

I have an offer by a non US taxpayer to lend some money to my company.

What are the tax requirements on my side:

Does the lender needs to obtain an ITIN?

Should I issue a 1099-INT for the interest paid on the loan?

Do I have to make tax withholding on it and deposit it to the IRS?
