Inherited Property Title Issues

Hello BP!

I found a property in Asheville, NC that I'm looking to wholesale. The current owner's deceased grandmother left him and his uncle the property. The uncle has since passed away, and the uncle's share was passed down to his kids (the current owner's cousins). The cousins are pretty unresponsive with the owner that I'm in contact with, and he wants to get clarity about how much control he actually has over the estate to sell it. 

Does anyone have any recommendations about how to move forward? Should he just try to buy the remaining ownership from his cousins?
