Can City Code Enforcement Fines Ever Be Settled?

Hey BP Community.

I was presented with a deal recently that seemed too good to be true. After some research we found the property has a lien since 2018 and fines totaling roughly $45,000 (and growing). The deal can still make sense, bit it got me thinking... is it ever the case that a municipality would agree to settle large code enforcement fines like this?
