Assessment Value Never Adjusted to Purchase Price

Soooo... I realized that the assessor’s office never adjust my property’s assessment value to the purchase price back when I bought my condo in 2011... anyone know if there’s a statute of limitations on an appeal for this in CA? I’ve been paying like double the taxes I should be, and the value would’ve been much lower thx to prop 13’s 2% per year max increase.... I think I’m owed money?
