What all do you need to begin wholesaling in the state of WA

Hello, I'm new to WA. I'm looking to raise capital so that I can soon invest in a home without having to resell it immediately. I've been searching every where for good answers but nothing seems to help. I'm hoping somebody here on BP can help answer some of my questions.

Question 1: I'd like to know what reassign contracts are used here and do I need any type of license to sell the contract? 

Question 2: Can you legally wholesale foreclosed homes in WA?

Question 3: How do I find a escrow company that allows "reassignment"  contracts so that i do not have to double close?

Question 4: Are there any fees i should be aware of when closing a deal?

I am open to all answers and additional feedback!

@Falisha Lee you are making this much more complicated, Here is an idea, find deals, then the money will find you, Simpley flip a contract or heck do not even go to contract, show the deal to an experienced investor , they will pay you a fee.  KEEP IT SIMPLE.
