State of Texas Home sales

Hello,

My family has some property they are attempting to sell through a R.E. Agent. The person attempting to buy the house says that he does not have a R.E. Agent of their own, but will be doing the deal on their own. He is demanding that we pay him a commission for acting as his own agent though he is not licensed. This did not sound right to me. Is what they are asking common, or is it illegal? We are in the state of Texas, so state specific details would be great. Thanks
