Water company says meter is fine, plumber says meter is broken

I'm posting this here because I think I have a legal issue, but I'm not sure. If this needs to be moved, please do so. 

Our water bill suddenly became very high these past few months. Someone from the water company (Aqua) came and checked to see if the meter was broken. They said it wasn't. So we had a plumber come and check for leaks. None were found, but they looked at the meter and told us it WAS broken. So we sent that report to the water company. Their response to us was "Our guy said it wasn't broken. So it's not broken." They wouldn't even entertain the idea that they were wrong! Now I'm stuck with a huge bill and they're threatening to shut our water off.

I don't know exactly who is right or who isn't, but something needs to be done. Any advice?
