Selling condo in Moscow, seeking US tax advice

Anyone sold property in Moscow? In the process of selling a condo and have everything under control from the Russian sire, but am just looking to hear from anyone that brought the profit back to the US - were you hit hard with taxes. Any way to find a break? How did you transfer your funds?
We also heard rumors that you are only taxed based on the value of the property when you moved to the states and/or became a permanent resident, but our attorney never heard of that. I'm just asking for some second opinions from anyone on BP that might have gone through this sort of international transaction.

(Background, this is my husband's property. He lived in it with his grandmother most his life, and inherited it when she passed in 2001. In 2003 he moved to the US, became a permanent resident in 2004ish, citizen in 2009.)
