Purchased a house in the IRS auction and now I can’t resell it

I just sold a duplex that I purchased in an IRS auction and the title company’s underwriters are refusing  to  give title insurance to the new buyer, they are saying that the IRS did not follow foreclosure notifications.

The IRS said that they are a different entity and everything was done right.

Now  am loosing my sale if I don’t find a title company to fix this issue
