borough will not return overpaid borough and school tax overpayme

I am hoping someone can help me. I had four Pittsburgh-area properties successfully reassessed, so the borough owes me refunds for overpaid school and borough taxes. Allegheny county has already sent refunds. My problem is that the borough tax collector will not return my overpaid tax payments. I have reached out to the borough manager and council president, who both said they would talk to the tax collector, but she still will not pay.

Clarification: she says she will pay, but fails to do so. I have been trying to get these reimbursements for over one year.
