Lease Options in TX, once and for all, legal??

I have read the bill on lease options in TX and read what a lot (most) investors online say, which is that they are basically illegal. However one investor I work with here in South TX uses them all the time and says dont worry about it.
What is the deal? Are they legal, illegal, in the gray/grey(whats the difference?) area
