Security deposit dilemma

Hello BP members. I have a question. I just recently purchased a duplex with a tenant in it. But I never received the security deposit from the previous owner. When I asked about it, the previous owner stated that it was included into the escrow on the hud 1. But neither I, my realtor or even the title company can find that credit. So I'm led to believe that she didn't include it in the settlement. So are there any ideas or legal ramifications on my next step to getting the security deposit from the previous owner, due to the fact that it was not their's but the tenant's money.
