Out of state tax return, Indiana.

I'm in CA and have rental properties in IN. 

My CPA says that since I had no gains (expenses/depreciation was greater than income) I don't have to file an Indiana state return. Is he correct?

I already found errors in this CPAs initia work in my returns that wild have cost me 5k in returns had I not carefully reviewed the return, so needless to say I'm a bit skeptical of the quality of his work.

Also, rather than asking me what the property addresses were for each one, he put in random addresses, some in other states. I asked him why he did this and he said he didn't have the addresses.. I've asked him to correct this as well.

How much hot water could I get in if he IRS had ever seen those bogus addresses and questioned them?
