Texas property rights with no will. Help!

I won't take any responses as legal advice but I know those here have experience with this. Please give me some guidance. I'm in Texas. My now deceased stepfather had two children with his first wife in Connecticut. Since his first divorce those daughters have had zero to do with him. He moved to Texas and bought land. He then married mom and he passed away in 2016. They had been married for 12 years but they never lived in his house. They lived in hers. There's no will, the property is paid off and it's only in his name not my mother's. Question is who has legal rights to the property? My mom? The two daughters? Thank you for the help.
