Liens violations and Taxes.

Came across a property from a motivated seller. It has been vacant and abandoned for 10 yrs. The property is appraised at 70k. It has a balance of 43k on delinquent taxes. 

I'm looking to wholesale it. The seller has accepted 4k for it.

Im wondering if its possible to negotiate with the city on the taxes or how should I approach to turn it into an investment?

Any help would be greatly appreciated.
