California SEC Guidelines - Private Money Finding

I am a beginning investor, and have studied private lending. I am pretty comfortable with just about every aspect, including self directed IRAs.

I feel I am ready for the next step, starting to advertise to get investors. I have already tapped the family and friends, and need to expand.

I would like to know what government entity I need to register with to ensure that I am compliant with state (and federal) regulations when I advertise for private lenders. I plan to just advertise locally, in my own state.

Any guidance/help would be appreciated.
