Rental Property Taxes

I'm a total newbie and I'm currently in the process of learning. I was just having a conversation with my wife about how common it is for foreign investors to be able to avoid paying taxes on rental property income here in the states, and she asked if American real estate investors are able to do the same in other countries. Can any one shed some light on this?
