Tax Lien Investment Property - Deed of Trust (Colorado)

Hello All,

I'm looking at investing into a tax lien property that (according to an O&E report) has a deed of trust (Colorado) in the amount of $100,000 against it. The deadline for the original property owner to redeem / pay outstanding property tax lien is approaching within the next 4 months. My question is while I be unable to apply for the deed? Is the deed of trust superior to the tax lien?
