Legal-Nusiance Neighbors South Los Angeles - City of Los Angeles
I have a long historical nuisance situation with one of my neighbors where they gather on Sunday afternoons and continue to party until Monday AM hours. The gathering begins at 4pm, The music gets turned up at 930PM and they continue until they are drunk and belligerent usually until early Monday morning. i am at my wits end. I have spoken to the tenants and to the owner only to be told "we were here first". I have written documentation but few logged police calls mostly because we use a fan to drown them out, and cause i am finishing one of the units for rental. Just last night they went until 3am, right outside my bedroom window. I have approached the local police and the Senior Lead Officer tells me that "noise nuisances are hard to prove".
I have spoken to a lawyer who claims i have a civil case for nuisance, neglect, and breach of covenant of peaceful enjoyment.
My questions:
What are approx. damages going to be worth (100 bucks an incident?) Can i sue for each person? me, my wife and kid?
Can i sue for my the lawyer fees (~20k)?
Will i be able to place a lien on the property, ruin the owners credit? If i win or will this be additional costs?
I had a friend who was renting a unit from me and had to break his lease because he could not stand the noise. (1100 per month) I have not re-rented because i need to get this situation under control. Can i sue for lost rent?
Can i include the cost of an eight foot wall and permits in my damages? I have asked the owner to split the cost (~15k) he tells me he is broke.
All in all this is a bad situation....Ultimately, i would place both units under a property management company and move my family out.
Lastly, the lawyer i spoke to suggested that only after i take them to civil court and if they continue then i can get a restraining order against individual members of the clan? Can i get a restraining order now?
Referrals to known lawyers who handle this type of cases... Any information is greatly appreciated. I am at my wits end.

I had a similar problem in the city of Van Nuys. Fortunate for me I wasn't alone, I had other neighbors on board that wanted to resolve the noise issue. First thing we did as a group was call the cops some of them would call anonymous and other would give out their info (your choice). We didn't want to tie up the 911 lines so we called the command center which always has an officer on duty. We did that for two weeks and had good results. One of the neighbors contacted the watch commander via email and explained our situation. By the third week the cops had contacted the property owner and advised him about the charges for every visit they made to his property if the noise continued. That solved our issue, it's been a year with zero noise complaints.
suggestion:
Try to get your neighbors on board. If you can’t get them on board I would, have friends and family calling in as your neighbors (not the 911 line). The more complaints the cops receive the higher it’s pushed in their priority list. Also try to get a hold of the watch commander email address or phone number and explain your situation.
