Seeking help from NY RE Attorney- Lead Based Paint

Looking for assistance with answering a question that arose this weekend while out visiting a property that was built during the time frame of lead based paint. 

What are the owner's legal responsibilities when it comes to homes that contain lead based paint? If you don't test for it, or the previous owners were not aware that it was there, how does that affect the new owners in regards to disclosing information to future tenants?
