Fraudulent Income On Tax Transcript

I have a flip in MD for sale and the buyer has one condition to clear in order to get the CTC. He has fraudulent income reported on his tax transcript. The employer that reported the income to the IRS has provided a VOE to show that he never worked there but that is not appeasing the underwriter. What else could I have the buyer provide? What would it take for the IRS to remove that income from his transcript?
