How to get tax abatement?

ok I want to invest in an area that is in the dumps but has massive potential.... New builders are coming in and getting 14+ year tax abatements from the city. I wish to purchase a fixer upper rental that has been vacant for several months. The taxes on the property are $5G a yr. How can I get some kind of break on paying this if the city is desperate for new investors??? If not a total abatement, cant I at least apply for a discount? My father reduced his astronomical taxes on his primary residence by hiring an appraiser who found "stucco damage" thus devaluing the property. the city in turn agreed and lowered his taxes by 2G a yr... Expert opinions appreciated~
