insurance claim payout was kept by the property managers

We were under our former property management's master insurance policy in 2013. We had a claim payout from SWBC sent directly to our former property managers for one vandalised property for a total of over $14,000 in March 2014. Ten months have already passed, we haven’t received a penny from them. They ignored request by SWBC and even the court order.

Is it criminal offense for property managers to keep clients' insurance claim payouts? We may have to go through that route.
